David Orr is a Chemical Engineer with approximately 30 years of experience in a chemical manufacturing setting mostly working as an environmental engineer.

His experience includes having prepared applications for and negotiating RCRA, Title V and NPDES permits.  At various times in the 1990s he spent time running a production process, leading a SARA emissions reduction task force, performing air emission calculations and developing the first Title V Application and Risk Management Plan for the facility where he worked.  In the early 2000s he participated in a program led by his manager that fundamentally changed the environmental compliance culture of the facility where he worked. In recent years he has led the planning for a demolition project of an over 50 year old chemical manufacturing facility, assisted an 8,000 person facility improve control and compliance for waste generated at their site and prepared Georgia Title V and SIP air permit applications.  During his career he has been the site lead for approximately 30 GAEPD compliance inspections and has maintained good working relationships with GAEPD personnel in Air, RCRA and Wastewater branches dating back to the late 1980s.
