Environmental Compliance Assessments
Our staff has conducted numerous Environmental Compliance Assessments (ECA) covering a wide variety of industrial processes. Our ECA includes a review of the facility processes and chemicals handled to ensure that all applicable state and federal regulations are included. An ECA provides facility management with a road-map for compliance activities to ensure continued compliance improvement. An ECA is also recommended to be part of any major facility expansion or modification project to ensure continued compliance.
Air Permitting

Companies constructing a new facility, expanding production, or modifying operations may be subject to air quality permitting requirements. Industrial sources must be designed, constructed, and operated to comply with all applicable air quality regulations. Air quality permitting requirements can exist within a range of regulatory programs, including state and local codes, and federal programs such as New Source Review, MACT Standards, and operating permit programs. SafEnvirons, Inc. can assist with all phases of the air permitting process. The years of experience our staff members have completing permitting projects translates into accurate, timely permit applications that are strategically crafted for maximum flexibility. Projects have ranged from collecting all data and determining the optimum pathway for the permitting process to simple revisions of permits. We provide compliance programs to support continued compliance after obtaining the permit. Stormwater Pollution Prevention Plans (SWP3)
National Pollutant Discharge Elimination System (NPDES) Permits are required to prevent the transport of sediment-laden storm water and other visible and non-visible pollutants into local surface waters, including municipal storm drains. SafEnvirons, Inc. experienced staff has extensive expertise in preparing SWP3 and a working knowledge of current State and Federal NPDES General and Multi-Sector Permitting requirements. The SWP3 is a written document that identifies the potential sources of stormwater pollution at a facility, describes stormwater control measures that are used to reduce or eliminate environmental pollutants in stormwater discharges, and describes procedures and practices which will be implemented to prevent potential pollutants from becoming a part of stormwater runoff. A complete SWP3 will include procedures for spill prevention, conducting inspections and training employees.

Spill Prevention Control and Countermeasure (SPCC) Plans
Originally published in 1973 under the authority of the Clean Water Act (CWA) the Oil Pollution Prevention regulation sets forth requirements for the prevention of, preparedness for, and response to oil discharges at specific non-transportation- related facilities. Facilities that store greater than 1,320-gallons of regulated products (petroleum, animal and vegetable fats and oils) must develop and implement an SPCC Plan. Many revisions have expanded the requirements which include a five-year review and employee training.

Waste Water Treatment and Permitting

Chemical Reporting Requirements

A detailed chemical inventory (including chemical intermediates created in your processes) is an essential starting point to ensure compliance reporting compliance.

Waste Management – RCRA Requirements
Congress passed the Resource Conservation and Recovery Act (RCRA) on October 21, 1976 and RCRA establishes the framework for a national system of solid waste control. Subtitle D of the Act is dedicated to non-hazardous solid waste requirements, and Subtitle C focuses on hazardous solid waste. Solid waste includes solids, liquids and gases and must be discarded to be considered waste. Our staff brings years of experience in developing waste management plans and assisting with the management of wastes.

Phase I Environmental Site Assessments
We have conducted Phase I ESAs for property transactions involving commercial retail establishments, fertilizer and ag-chemical facilities, housing developments, and industrial sites. Our assessments are conducted using the current ASTM standard. We use nationally recognized data search firms for a complete review of the regulatory history of the property. We conduct a wide range of interviews that may include former employees, former owners, local personnel familiar with site history, fire and emergency response personnel, and others. A thorough site inspection is conducted and documented with photos and field notes.
